It's mafia, Kingpins people. Technically, they are just civilians with guns. They are present in many urban and rural sectors. If you are in peace with Kingpin they are neutral, if not - hostile. They often guard different warehouses in all Arulco containing some nice loot. They also become hostile when just Meduna left unliberated. Showing 1

The original game Jagged Alliance 2 was released in 1999. This is now the DLC for Wildfire on Steam (for some reason) which was originally a standalone expansion (2004) that played the same as the original game but was a harder campaign. A SECOND version of this expansion came out in 2005 when another company purchased the rights to it.
